National and provincial commerce authorities visited Yinuowei to conduct a specialized “anti-dumping and anti-subsidy” research mission, providing targeted support to help the company navigate international trade disputes.

To improve the trade‑friction early‑warning mechanism, strengthen legal services for enterprises engaged in international trade, and help foreign‑trade companies steadily expand into global markets, on June 30 the Ministry of Commerce’s “Early‑Warning and Legal Services to Localities” initiative on responding to trade frictions visited Shandong Yinuowei Polyurethane Co., Ltd. Gu Yu, Deputy Director of the Trade Remedy Bureau of the Ministry of Commerce; Wang Hong, Deputy Director of the Shandong Provincial Department of Commerce; and Guo Zhongquan, Member of the Party Working Committee and Deputy Director of the Management Committee of the Zibo High‑Tech Industrial Development Zone, led a special research and symposium. They were received by Xu Jun, Chairman of the Group; Li Jian, General Manager; and Chen Hailiang, Executive Vice President.

The research team first visited the Yinuowei Science and Technology Museum, where they conducted an on-site assessment of the company’s development strategy, production and operations, and technological innovation achievements. They listened carefully to a detailed briefing on the company’s growth trajectory, its core business structure, and its overall overseas market expansion. The team focused on inquiring about the current state of the industry, as well as the company’s practical measures for addressing anti-dumping and countervailing duties imposed by foreign jurisdictions and for mitigating international trade‑related legal risks, along with the existing difficulties and challenges. Through this process, they gained a comprehensive understanding of the company’s compliance practices in cross‑border trade.

During the research and symposium session, the delegation engaged in in-depth discussions on topics such as establishing a trade‑friction early‑warning mechanism, aligning legal service resources, and enhancing enterprises’ capacity to manage risks. Gu Yu commended Yinuowei for its proactive efforts to study international trade rules and to safeguard its rights and interests in full compliance with the law. He provided a thorough analysis of the current complex international trade landscape, outlined policy trends regarding trade barriers in key markets, and offered expert, guidance‑oriented recommendations on critical areas such as building corporate compliance frameworks and refining risk‑management systems.

Gu Yu stated that the Ministry of Commerce will continue to deepen the special initiative “Early Warning and Legal Services to Localities,” promoting the extension of high-quality foreign-related legal service resources to the grassroots level and directly to enterprises. It will also institutionalize early warning on trade disputes, compliance guidance, and professional capacity-building, effectively helping foreign‑trade enterprises fortify their risk‑management defenses, comprehensively enhance their practical capabilities in responding to international trade frictions, and provide robust support for the high‑quality development of local foreign trade.

In light of the guiding principles articulated during this fact-finding mission, Chairman Xu Jun expressed his heartfelt gratitude to the commerce authorities at the national, provincial, and municipal levels for their meticulous guidance and warm support, and outlined the company’s plans for its forthcoming legal defense and risk-management strategies.

This targeted research initiative has provided clear guidance and robust support for enterprises to accurately assess the international trade landscape and effectively respond to trade tensions. Yinuowei will rigorously implement all assigned tasks, closely monitor developments in international trade policies, proactively seek provincial-level special policies and financial assistance, continuously strengthen internal and external coordination, fortify its risk‑management framework for foreign‑related trade, and make every effort to consolidate and expand its global market presence, thereby contributing to the high‑quality development of the region’s foreign‑trade sector.
